The default ammo drop modifier is 50% for primary and secondary weapons (50% + 50% = 100%).

In short low ammo will get you more pickups. The modifier works per weapon, the values for the primary and secondary weapons are added together. There's a modifier for the drop rate that changes depending on your ammo percentages.
